Ex-con Adam Kidan has owed the U.S. government $21.7 million, plus interest, in restitution since he and ex-super lobbyist Jack Abramoff pleaded guilty in 2006 to fraud and conspiracy charges in the $147.5-mllion SunCruz Casinos swindle.
